Guidance on Amended Exemptions for  RSA93 and EPR

The Radioactive Substances Exemption (Scotland) Order 2011

The Environmental Permitting (England and Wales) (Amendment) Regulations 2011

The above Regulations are in place in Scotland, in Parliament for England and Wales and similar ones are proposed for Northern Ireland. They effectively replace the old definitions of radioactive material and waste in RSA93 and EPR2010 and the old exemption orders under that legislation.

They come into force or are expected to come into force on 1st October 2011.

The Government is issuing guidance to the regulators and users of radioactive substances and the regulators are producing guidance on implementation. The regulators' guidance will be in a number of sections aimed at specific user groups.

 The Löfstedt Review

Professor Löfstedt has been asked by DWP to chair an independent review of health and safety legislation. The Professor and his advisory panel wish to gather evidence from key stakeholders to feed in to this review.  Evidence should be submitted no later than 29 July 2011.  On behalf of SRP, the Legislation and standards Topic Group  wish to submit comments on this review and are seeking comments or evidence from members by 21 July. Principles for the Assessment of Prospective Public Doses

The Environment Agency, Scottish Environment Protection Agency (SEPA), Northern Ireland Environment Agency (NIEA), the Food Standards Agency (FSA) and the Health Protection Agency (HPA) are seeking views on their Principles for the Assessment of Prospective Public Doses guidance document. Comments are required by 15 July 2011.   In particular is the guidance clear and easy to understand? Are there any key areas missing from the 11 principles that underpin the assessment of prospective public doses?

The Guidance Document will
. provide guidance to Environment Agencies' officers on the assessment of public doses for the purposes of determining radioactive waste discharge permits or authorisations, so that the approach to assessments is consistent and transparent.
. inform holders of EPR10 permits or RSA 93 authorisations about the Environment Agencies' approach to the assessment of public doses and thus provide guidance on the preparation of radiological assessments in support
of permit or authorisation applications.
. provide information to the public on the Environment Agencies' methods of conducting public dose assessments.
